The Stevenson Expressway, a notorious traffic hotspot, ranks as the fifth-most congested highway in the U.S., costing drivers 79 hours annually. But here's where it gets controversial—two sections of the Kennedy Expressway and the Eisenhower Expressway also make the top 10 most congested highways, according to Inrix.
